HR expertise for complex, multi-layered public and international institutional environments — where governance matters as much as people management.
Managing people in a government ministry, international organisation or development body is fundamentally different from HR in a private company. Governance frameworks, statutory mandates, political sensitivities, multi-stakeholder accountability and complex workforce compositions all shape what good HR looks like in these environments.
Diana Bomboko brings direct experience working within these types of institutions. She understands the governance layers, the reporting obligations, the procurement requirements and the culture of international institutional life — and she designs HR solutions that are appropriate for these realities, not adapted from private-sector toolkits.

Diana brings direct experience working within the OACPS Secretariat — the Organisation of African, Caribbean and Pacific States — one of the world's most significant intergovernmental bodies. This experience gave her first-hand exposure to the HR challenges of a complex multilateral institution: diverse national representations, staff regulations, procurement standards, performance management across cultures, and the particular sensitivities of international institutional life.
It was also through this institutional engagement that the collaboration with AtineHR™ was initiated, when Diana led or participated in the implementation of BambooHR at the Secretariat.
Whether you are a ministry, an international secretariat or a development body — let's talk about how Diana can support your people management agenda.
